USB Drive Immediately and Repeatedly Disconnects

Sorry for submitting this again. Didn't get any feedback on my previous submission and I'm still having this problem.
Specs: Windows 10. Multiple machines. Samsung 64GB USB 3.0 flash drive.
The problem: As soon as I plug my USB Drive in, the device starts disconnecting and reconnecting about 5 times per second. As such, I cannot access the drive or any files within.
Maybe relevant details: This is a device protected by Microsoft Bit Locker. The problem started after trying to unlock the device today. The drive was already plugged into my machine; it is always plugged in and there was no sign of previous errors. After typing in my password, it gave me an incorrect password error for a split second (though I believe I typed it correctly), and then began rapidly disconnecting and reconnecting as described above.
What I've tried so far:
  1. Plugging the drive into a different USB port
  2. Plugging the drive into a different machine
  3. Disabling the USB power saving ability under Device Manager
  4. Checked for new USB drivers
  5. Installed all Windows updates
  6. Rebooted machine
  7. Checked Windows Event Viewer. There was initially a series of Error 10016's until I disabled Bit Locker notifications (got tired of the spam notifications). Now there is just a series of Event 4798's for successful audits each time the USB drive "reconnects".
  8. Before disabling Bit Locker notifications, I tried focusing on the Error 10016 issue above and expanded permissions under Registry Edit for the affected services, per a Google result I found, but it had no effect.
What will not work: Anything that requires the drive be connected for longer than a fraction of a second. As such, formatting or any sort of recovery tool like that is not an option.

Acer tablet/laptop hybrid stuck on "Preparing automatic repair"

TLDR: Stuck on automatic repair loop. Changing boot order doesn't work. Help?
Hi,
Last year I got a new tablet from the school after the hard drive of my previous one died. Our teacher had installed windows 10 technical preview, some early build, on the tablet to test it. It worked fine in the beginning, but I didn't use it all in the past ~6-8 months. The only user is mine and it's administrator. The tablet is Acer Aspire SW5-011. It has removable keyboard.
Today I tried to open the computer and I was stuck on "Preparing automatic repair" loop. After loading the Acer icon it went to recovery (https://i.imgur.com/NaUF14u.jpg) screen. I tried pressing the Windows key in both the tablet and keyboard but neither worked. Pressing F8 or F10 reloaded the same screen.
I created a bootable usb of a windows 8.1 iso file. I tried creating both manually in cmd and with rufus (https://rufus.akeo.ie/). However, even when I change the boot order in BIOS (https://i.imgur.com/3Y7d8W7.jpg), it doesn't recognize my bootable devices. And yes, I tested them on another computer and they worked fine there. I tried with and without secure boot and FTPM support. I had to actually set supervisor password to even access boot mode options. However, after some time the "Preparing Automatic Repair" text changed to "Preparing BitLocker recovery" (https://i.imgur.com/BtCtoW2.jpg). It actually didn't change how the computer behaved for a while and I tried other options in BIOS. But one time BIOS crashed right when I opened it and when I restarted the computer, BitLocker actually asked me a code from my Microsoft account to unlock the computer. So, I was able to log in finally. However, when trying to open the .iso file I got "Couldn't Mount File" error. I tried to copy the file and open the copy but it didn't work. I extracted the .iso file to desktop and tried launching setup.exe. However, I got this error message: "A required certificate is not within its validity period when verifying against the current system clock or the timestamp in the signed file." That error came when I tried to install anything except Microsoft Web Deploy 3.0.
I couldn't change the system date either, but it was correct anyway. I read that installing Microsoft Web Deploy 3.0 should fix the problem. I tried installing it, but during the installation I got this error "The System Administrator has set policies to prevent this installation". I didn't even have option to launch it as administrator. Then I read here (https://answers.microsoft.com/en-us/windows/forum/windows_7-security/error-the-system-administrator-has-set-policies-to/b5350e90-fe4b-4544-8549-20c6a7befb51) that changing some registry keys might solve this. When I tried opening regedit i got the "A required certificate is not within its validity period..." error again. I tried to access regedit via console using reg.exe but when I tried to use REG ADD, I got error that said "Access Denied". So, stuck again. I couldn't access PC settings either. I figured that maybe the problem was that I had had to set supervisor password earlier. So I rebooted and I were back at "Preparing Automatic Repair". Since then I haven't been stuck on "Preparing Automatic Repair".
I'm not sure how to proceed now. I feel like I have tried pretty much everything. Is it possible to save the computer?
EDIT: I can now log in, thanks popgoestheweasel220 However, I still can't install win 8.1.
EDIT 2: I finally fixed it. I used Microsoft's media creation tool to create a version of windows 10 32 bit to a USB. The tablet managed to boot from that I was able to format the hard drive finally. Then I was able to install windows 8.1 as it had to boot from USB as no OS existed in the hard drive. I used rufus to create the bootable usb and used GPT and FAT32.
